Small arc part alignment problem

Hello I have 5 similar part numbers that were re designed .In this case two cylinders are at 9 degrees each from center line established from rad -B-.My datums are-top plane is -A- large radius is -B- left cyl is -D- and right cyl is -R-.There is a note on the b/p that everything should be symetricall about centerline UOS.My aligment is: level to plane A then measure left cyl.and right. Create constructed(intersection with plane -A-) point at each.Then create a line thru those two points (left to right)rotate +X plus to that line.Next create mid pint between two points origin XY on that point then offset Y to measure cyl.-B-.Next measure Cyl -D- Then-R-.
My problem is results are off but when I create 3 d distance between cyl.-D- and -R- it's good.
Should i rotate to cyl-D- ?
Or to Cyl-D- and -R- and if that's the case how to rotate to those two cyl ?
