Question on the Projected tollerance zone

I rarely see a PT zone on the drawing, so I am not sure how to handle this, to start out the drawing specs per Y14.5-94, the callout is TP Ø.003 P.500 ABC.

So, if I understand correctly, the True position is only on the projected zone right? it does not include the cylinder itself?
