GD&T Question: True Position on a flat surface?

Hi everyone.

I have a question that I'm hoping can be answered as I'm very confused.

I cant put the dwg on here for confidentiality reasons but I've done a diagram that pretty much works for what I'm asking.

I have co-ordinated points and the drawing is asking for the TP of these points (on a flat surface). Is this the correct GD&T to use? I was thinking maybe thickness points are more appropriate.

Any ideas how you'd interpret this?
