Changing what sub option desplays first from toolbar shortcuts

Is there a way that when CAD and Graphic Setup is opened, we can change the default LIGHTING tab to instead show CLIP PLANES?

I don't think I've ever changed the lighting, but I use the clipping tool all the time and it hurts my soul to have to change the tab every time Graphic Setup is opened.
