Several sets of holes require True Position without datums

OK, so I have a round part, a ring, that has 3 different sets of holes drilled into it. Lets call them the B, C, and E holes. They are all dimensioned to 0.030" true position, with no datums and no MMC. This requires me to use legacy. We aligned the CMM to the part on the flat face and one of the diameters of the ring (ID). It then ran through its DCC mode measuring all of the holes and the top face of the ring and the diameter. The results were not great, and a few holes even failed.

It seems clear to me that Legacy is using our alignment to create the 0,0,0 origin from which the location of the holes is being measured. Of course, with it failing my production guys are saying I must be checking it wrong. Unfortunately, the B and C holes are not on the same bolt circle...but the E holes are. So, they asked that I align to the E holes bolt circle...and when I did everything passed....by alot. This feels like a rig and I guess me question is......help?

Most of the parts we inspect here have datums assigned and we use Xact measure....this legacy thing is a real b....bear

Also, I noticed the report doesn;t show the diametrical symbol in Legacy...but it is still diametrical right?
